1. New Regulations Update

The US Department of Education has disseminated new regulations affecting the Migrant Education Program. The regulations include changes in some aspects of the MEP, such as child eligibility and measurable outcomes for the comprehensive needs assessment (CNA) and the service delivery plan (SDP). Key definitions regarding child eligibility have been updated. For the recruiter's use, enclosed is a summary of key regulation language now being implemented by OME. Please review the language as sessions which deal with these specific regulations will be offered during state conference in Naples next week. Three sessions will be offered by staff from the Office of Migrant Education to review the eligibility updates. Two sessions will be offered by the FL ID&R Office to discuss the implications of these changes in identification and recruitment of children and the completion of the COE in the state.


2. 2008 Florida Migrant and Homeless Education Conference

As most of you are aware by now - the 2008 Florida Migrant and Homeless Education Conference will take place next week in the Naples Grande Beach Resort. A conference frame has been attached for your review. Sessions for recruiters, advocates, administrators, and other migrant staff are included in this year's conference. In addition, the staff from the Homeless Education Program will be joining our conference. We look forward to the ongoing collaboration with such a worthy program. The new eligibility regulations will be discussed in the following sessions:

  • New MEP Regulations - James English, OME - Tuesday @ 1:30-3:00pm and Wednesday @ 8:30-10:00am
  • COE Completion and Eligibility Update - Ray Melecio & Jorge Echegaray, FL ID&R Office - Tuesday @ 3:15-4:45pm and Wednesday 3:15-4:30pm
  • Open Mic with ID&R Office - Jorge Echegaray & Ray Melecio - Thursday @ 8:30-9:45am.

3. ID&R Site Visits

The ID&R Office would like to continue scheduling visits to the different counties across the state. Staff from the office will be contacting district coordinators to schedule tentative dates for these visits. If you or your program will be conducting recruitment efforts within the next few months, please be sure to inform us so that we can arrange our visits around your events.


4. List of Qualifying Activities

Attached you will find a sample list of qualifying activities. A significant number of counties have not submitted this information to the ID&R Office, and, in light of the recently implemented regulations from OME, it is essential that this information be provided as soon as possible. Please contact the ID&R office if there is any question on how to complete this form.
