The ID&R Office has developed training webinars based on the ESSA guidance. The topics of these training tools are relevant for recruiters, data entry specialists, and COE reviewers. Below are links to each webinar and supporting materials.

The 2018-19 COE has been shipped to all districts and is to be used beginning July 1, 2018. The 2017-18 COE may not be used after June 30, 2018.

Three-Part Series on COE Completion for 2016-17

Part 1 discusses key changes to the Non-Regulatory Guidance for the Migrant Education Program under the Every Student Succeeds Act (ESSA). These changes will take place effective July 1, 2017. Some of the key topics discussed in this presentation include:

  • Elimination of "intent" and "in order to obtain" from the guidance
  • Revised definitions for "migratory child", "migrant agricultural worker", "migratory fisher" and "qualifying move"
  • Guidance for "actively sought", "soon after" and "history of recent moves"

Materials focused on procedures that deal with locating and contacting a family or youth in order to ascertain a child’s eligibility for the MEP.

Re-Interview -

Materials focused on the process that validates eligibility determinations. The results of a re-interview process identify procedures in ID&R that may need improvement.

Qualifying Activity -

Chart that identifies qualifying activities for each district in Florida.
