Did you know?

The purpose of the interview is to determine whether the child/youth may be eligible for the Migrant Education Program (MEP). In Florida, recruiters shall always utilize the STAMP of Eligibility to help make the appropriate eligibility determination. (p.60) – “During the Interview” Manual for Identification and Recruitment. April 2013.

 


1. ID&R Statewide Training Event

Plans are being finalized for 2014 ID&R Statewide Training Event. The training will begin at 9:00 am on Tuesday, April 29 and will close at noon on Wednesday, April 30, 2014 in Orlando. This event will provide valuable professional development for migrant education program (MEP) staff – we strongly encourage district participation.

Training will be offered on many important ID&R topics such as new recruiter training, proper Certificate of Eligibility (COE) completion, specialized OSY recruitment, temporary employment, interview skills, quality control, recruitment sweeps, and the use of technology in ID&R. In addition you will have an opportunity to hear from your colleagues in varied districts on innovative and promising ID&R practices.

There is no registration fee to attend the event; however, travel, meals, and lodging are the responsibility of individual districts.

2. Welcome New Staff to the ID&R Office

This month a new staff member joined the ID&R Office team. Say hello to Lupi Ginn, Senior Recruiter. Some of you may have met Lupi at national MEP events when she was a member of the Kentucky MEP staff. Lupi has extensive knowledge in recruitment and will be working as a regional roving recruiter where needed as well as training district staff in the use of instructional materials for OSY. Information on requesting Lupi’s assistance with these activities will be shared with coordinators separately.

 


3. Updating Information on Qualifying Activities

Our office often receives calls asking when specific qualifying activities occur in specific districts throughout our state. Usually the information is required by another district or another state in an effort to corroborate a child’s eligibility for the MEP. The Qualifying Activities (QA) Chart can provide this information.

Last year the following district/agency revised their QA Chart: Alachua Multi-County, Collier, Hardee, Hendry, Hillsborough, Indian River, Lafayette, Lake, Madison, Okeechobee, Orange, Osceola, Pasco, Polk, Sarasota, and Suwannee. Visit the Guidance from the ID&R Offce webpage to view the charts.

Beginning this year, the state MEP office has asked that districts review and update this information annually. A blank QA chart template is available on the same webpage. Districts that did not submit a QA chart in 2013 should use this template to record the information. The districts listed above can simply update the charts that were submitted last year.

The deadline to submit the 2014 QA charts is September 1, 2014; however, charts may be submitted prior to this date. A reminder will be sent out later this summer.

Please direct questions regarding the QA charts to Margot Di Salvo at mdisalvo@escort.org. This includes districts that want to obtain a copy of the excel file they completed last year.

 


4. Rolling Re-Interviews

We want to remind districts to continue conducting re-interviews to confirm that eligibility determinations are made properly. Refer to pages 54-55 of the ID&R Manual for guidance on the process.

Although there is no specific time of the year to conduct rolling re-interviews, districts should plan to conduct rolling re-interviews when migrant families are still in the area. Coordinators are also reminded that the Re-Interview Reporting Form is due to the ID&R Office annually by October 1st.

5. OSY Profiles

If you have been in the migrant program a few years, you know that the number of eligible migrant children enrolled in school has decreased yet many districts are finding eligible youth not enrolled in school. The primary reason why youth in Florida are not engaged in school is that they need to work. This does not diminish the fact that the majority of OSY have interest in receiving educational and supportive services.

So what is one way to identify these interests and assess potential services? The OSY Profile serves as a useful tool to capture this valuable information. Recruiters are expected to complete a COE, but taking a few extra minutes to fill out the OSY Profile can go a long way to matching the OSY to services.

OSY Profile forms should be sent to the ID&R Office monthly along with the COEs. The data collected from the profiles can be used to improve services and referrals. In order to support the integrity of the data, districts should complete profiles annually even if the same OSY were surveyed previously.

A total of 17 districts/agencies submitted profiles to our office for the 2012-13 school year. We ask that districts/agencies make every effort to help in making this list grow in 2013-14!
